All Safe Streets for All (SS4A) grants require a comprehensive safety action plan. This checklist ensures that your current plan meets funding prerequisites.
As part of the Bipartisan Infrastructure Law (BIL), the federal government will be awarding $5 billion to enhance traffic safety in communities across the nation. This safety initiative is called Safe Streets for All (SS4A).
There are two grants available under this initiative — Action Plan Grants and Implementation Grants — whose differences we covered in another article on SS4A.
In order to receive funding, be it for an Action Plan Grant or an Implementation Grant, organizations must have an existing Action Plan — or a composite of SS4A's initiatives throughout multiple plans.
USDOT created a worksheet to ensure that all prerequisites have been met. The checklist is a bit verbose, so we streamlined it for you to make things a little easier.

Action Plan Checklist
Question 1
Are BOTH of the following true
- Did a high-ranking official and/or governing body in the jurisdiction publicly commit to an eventual goal of zero roadway fatalities and serious injuries?
- Did the commitment include either setting a target date to reach zero, OR setting one or more targets to achieve significant declines in roadway fatalities and serious injuries by a specific date?
